After multiple counties have reported incidents of batches of fraudulent or potentially fraudulent voter registration applications, Gov. Josh Shapiro on Thursday said the system to identify attempts to submit illegitimate voting documents is working.

When asked whether the state should do more to discourage canvassing operations that may incentivize the number of applications or signatures that a worker collects, Shapiro re-iterated that he trusts county election staffers.

"When you have these folk — Republican and Democrat — who are saying something doesn't look right, we need to examine this: the system is working," he said.

Not everyone agrees. Rep. Seth Grove, R-York County, who authored an election overhaul bill that would have implemented earlier pre-canvassing and in-person early voting but was vetoed by then-Gov. Tom Wolf, in part because of voter identification requirements, said counties are being vexed by issues from existing state law on elections.

"You've got to prepare just for Election Day. You've got mail ballots. You've got this pro-scribed over-the-counter voting, so counties are being inundated on a number of fronts," he said.
