Republicans and Democrats are accusing Democratic leadership of sabotaging bipartisan legislation that would prohibit members of congress from buying and trading stocks. Now the bill has been shelved. Pramila Jayapal says the bill she co-authored with Matt Rosendale (R) wasn't even considered.
